Update May 10, 2018: Construction is set to resume mid-May 2018 and is expected to take approximately five weeks to complete.
The remaining work within the Carling Avenue and March Road intersection is limited to pavement markings and the installation of traffic signal detector loops.
The remaining work at the March Road and Herzberg Road intersection includes landscaping and the construction of a short segment of cycle track and sidewalk on the southwest side of March Road. The City will also be implementing the final pavement markings and activating the bicycle traffic signals.
Update February 8, 2018: Staff have let me know that the optically programmable signal heads are working well and that they will continue to monitor the intersection.
Update January 24, 2018: I received an update today letting me know that crews are scheduled to install the optically programmable signal heads by the end of this week, with a focus on the south bound left turn signals. “There are some challenges due to the curvature of the roadway with regard to keeping the signals visible for the turning vehicle lanes and keeping them invisible to the thru lanes. There may be a period of adjustment while we fine tune these heads”.
Update January 9, 2018: Thank you to everyone who contacted me regarding your concerns about the signals at this intersection. I was also very concerned about this and have been in touch with staff. At my request, they did make some changes prior to the new year but after further investigation they will be undertaking additional changes at the intersection. Staff will be installing signs next to the signal heads tomorrow. In addition, they will be bringing in electronic variable message display for drivers to help get the message out. The Program Manager is also looking at optically programmable signal heads which will reduce confusion significantly. He explained that they will be mainly visible on approach to drivers in the specific lanes to help minimize confusion. Staff will be keeping me up to date on this and I will post an update once I know more.
Note: I have been informed by the project manager that the work will be done during off peak hours.
As part of the City of Ottawa’s initiative to increase pedestrian safety by providing pathway connectivity, the City will undertake bicycle-lane improvements on Carling Avenue east of March Road and on Herzberg Road north of March Road. Carling Avenue will be widened by 0.5m to 2m to accommodate the new bicycle lanes.
WHO: Karson Asphalt Paving Inc. has been hired by the City of Ottawa to construct the work.
WHY: The proposed works at Carling Avenue and March Road will provide new eastbound and westbound bicycle lanes, which will connect to existing paved shoulders on Carling Avenue. The project will also add a two-staged left turn bike box for cyclist heading southbound on March Road and making a left turn onto eastbound Carling Avenue.
The proposed works at Herzberg Road and March Road will connect the existing bicycle lanes along Herzberg Road to the upgraded March Road intersection, as well as to the existing bicycle lanes along March Road and the multi-use pathway on the southwest side of March Road.
WHAT: The work within the Carling Avenue and March Road intersection will be limited to new pavement markings, new curb installation and some grading.
The work at Herzberg Road and March Road will involve new raised cycle track, upgraded traffic signals, new sidewalk, and roadway resurfacing within the intersection. It will also include the construction of a new retaining wall along the south side of March Road.
WHEN: The work is to commence in October and is anticipated to take approximately ten weeks.
WHERE: The project limits for this construction are:
• Carling Avenue – north and south side of the road, from March Road to approximately 400m east of March Road.
• Herzberg Road – east and west side of the road, from March Road to approximately 300m north of March Road.
• March Road from approximately 150m west of Herzberg Road to approximately 150m east of Herzberg Road.
